As for the power to take away powers; I'd go ahead and say no on this one. Bill's power sort of works like if the person making a deal wants something bad enough he can make it happen, but given that he hasn't demonstrated that particular ability before and the fact that faith probably wouldn't want this outcome, it wouldn't work. His power is a lot more restricted at present anyway, until he gets a physical form capable of channeling it himself.
I'll keep an eye out for her heading to the vendors though! :3 Humanize away!
