Yup. That's all 100% Bill. He can shape-shift, but his most iconic form is that of a one eyed triangle. He IS the Eye of Providence, after all~

▲ My character can see Bill on the network but is he not really there? I'm confused ▲

Unless plot changes or events allow it, Bill is an incorporeal being. He can't be seen, heard, or touch the physical world because he is on another plane of existence; he can however possess the communicator into showing whatever he likes and on occasion he might just let you hear or see his wonderful self.

▲ The Mindscape and you! AKA How does Bill know LOTS OF THINGS? ▲

As the All Seeing Eye, Bill is privy to the vast knowledge of the multiverse; his memory comprises all that has ever happened and all that shall be-- in every variation the Universe will ever form-- the problem is that the Universe is always changing with each and every tiny factor. For example: If a character's main goal in life is to gain revenge on a baddie for murdering their parents, chances are many of their realities include that happening. Details like whether they decide to wear a blue dress or a red one to that one party thirty years ago, however, are a little more iffy, because other factors in that offshoot dimension might affect them.

In other words, in order for Bill to “remember” something about someone, he first has to zero in on what version of them he is speaking with, which offshoot of reality they come from and which passing reality HE himself is currently in.

You can see how it gets tricky, even for Illuminati triangles. He can't pause time like he used to!
Now that Wonderland is actually EATING pieces of information like words, he has some odd blind spots he never had before.

For the most part all of Bill's knowledge showboating will usually be in front of your muse, and your muse alone, rather than outing their personal secrets without them present. BUT all the same, if you're EVER worried, PM me and I'll change my post, no questions asked. I show off Bill's omniscience to make him a fun antagonist for everyone, not because I want to godmode or ruin someone else's fun!

▲ Now that you've said that-- what if I actually WANT you to spread rumors about my character? ▲

CAN DO! Bill still writes Cipher codes. If you want some knowledge of your muse to start spreading around, I'll try to find a way to hide said codes around the mansion (though it might be tricky without anyone physically willing to do so) or vaguely allude to them in his network rantings. Give people a little mystery to solve!

▲ How does Bill see through multiple 'windows' with drawings?▲

In his AMA for Bill Cipher, Alex Hirsch has confirmed that Bill's ability to watch everyone and everything comes from his ability to be/see everywhere that carries his likeness. The rug in the giftshop, his page in the journal, even the carpeting in Gideon's bedroom, all have triangles with a single eye hinting Bill was/is there and is aware of what is happening in the show. Whether Bill puts himself there or the cosmos simply arranges this for him is unclear, but this notion that Bill can see everything as long as he is a skill Bill utilizes quite often.
